Wirt County Broadband Development Planning

The Wirt County Commission is seeking qualified vendors to assist with the preparation of feasibility and engineering plans to be used in applications for funding projects to expand broadband in Wirt County. The chosen firm will be required to explore and report the costs and logistics of procuring desired broadband services, while also evaluating alternative mixes of additional service offerings from a diverse vendor community. Broadband describes high speed Internet that achieves a minimum of 25 Mbps download speed and 3Mbps upload speed. This effort may be funded through a HUD-CDBG through the West Virginia Development Office, under regulations for Planning and Capacity Building, 24 CFR 570.205. The selected firm will be required to comply with Title VI of the Civil Rights Act of 1964, Executive Order 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, Conflict of Interest Statement and Access to Records provisions and all other requirements as related to HUD-funded projects. USDA ReConnect loans and grants are also a possibility of funding for design and construction. Payment for vendor services as described will come from potential future funding and are not promised at this time. All proposals must be received in a sealed envelope with one (1) hardcopy original, two additional hardcopies, and a digital PDF copy (either thumb drive or CD) by 4:00 p.m. Eastern Standard Time, May 1st, 2020 to be considered. No electronic submission (email or website) will be accepted for this proposal.

The Commission will receive questions and concerns by written request thru email or regular mail until April 22, 2020. An Addendum will be issued by April 24, 2020 with all questions and concerns provided to all firms registered to submit proposals. The addendum will be sent by email and acknowledgement of receipt will be required.

The Commission will request interviews for the most qualified applicant(s). This will occur after May 8th, 2020 and may be conducted via telephone or video conference.

Proposals must include the following:

  • General Vendor Information Sheet (Provided)
  • Customer Reference Form (Provided)
  • Demonstration of understanding of scope of work
  • Proposed approach to performing the work defined by the deliverable section
  • Proposed project schedule and project management activities
  • Outline of staff expertise, technical and financial capabilities
  • Assurance of staff depth to meet project timeline
  • Experience related to the project
  • Fee Schedule and Cost Proposal to complete deliverables
  • Proof of insurance as described in Vendor Qualifications
